Leadership of the Great Lakes Region officially changed hands on Thursday, March 1, 2007 when Col Charles L. Carr, Jr., CAP assumed command of the 6,600 cadet and senior members in six Wings.
Col Carr took over the reins from Col William W. Webb, CAP who completed his four-year term as Region Commander. Col Webb was honored for his many accomplishments while serving as commander. Members of the GLR staff presented him with an A-1 leather flight jacket. Col Webb will remain active overseeing the GLR Internet server and in matters relating to national Internet operations.
The change of command ceremony took place at a breakfast meeting in Washington DC during the Legislative Liaison Day and Winter Board Meeting. Maj Gen Anthony Pineda presided over the traditional ceremony where the Great Lakes Region flag changed from Col Webb to Col Carr. Both Col Webb and Col Carr received plaques and the Distinguished Service Medal for their service as region and wing commanders.
Col Carr, most recently the Ohio Wing Commander, served in the United States Air Force for 23 years retiring with the rank of Master Sergeant. He joined Civil Air Patrol in 1998 and has served as a Squadron and Group Commander, Ohio Wing Vice Commander, and on Wing Staff as Director of Personnel, Air Operations Officer, and Vice Commander of Operations. He is an instrument rated pilot, Cadet Orientation Pilot and mission rated as an Air Operations Branch Director.
As the new GLR Commander, Col Carr remains on the National Board and also becomes a member of the National Executive Committee.
