Civil Air Patrol members from several different wings converged on the Ohio Wing Headquarters in Columbus to participate in a Professional Development Weekend. The five classes that were offered included Squadron Leadership School, Corporate Learning Course, Unit Commanders Course, and AFIADL 13 Officer’s Course. and FEMA’s ICS 300 Course.
Lt Col Bruce Tresz, Director of Professional Development/ETP, announced at graduation that 71 CAP members graduated from this Professional Development Weekend. In addition, he announced that there would be another PDO weekend held in the fall where even more classes would be added.

Message from Col Kuddes, North Central Region
Over the past several weeks, the South Dakota, North Dakota and Minnesota Wings have been dealing with significant flooding. Compounding the situations have been a steading stream of blizzards in the flooded areas as well as Kansas Wing. A blizzard is approaching the flooded area now and that is the last thing they need.
Operations are continuing in North Dakota and will continue for some time. Our North Dakota members are exhausted and have asked for assistance. Members from South Dakota and Minnesota are stepping up at this time due to their closer proximity. If operations continue and if the pending winter storms cause problems in their Wings, we will need the other Wings of the North Central Region to help.
Last year and earlier this year I warned that these situations were very possible. It happened last year in Iowa and Missouri and now this year the Dakotas and Minnesota. I asked that all of our Wings train and be prepared to answer the call. It is very apparent that you have prepared and that you are willing to answer the call. My thanks to you!
But I fear that we have only started our work. Heavy snow fall in our northern Wings also means that a fast melt can and probably will cause us the same flooding problems in Iowa, Nebraska, Kansas and Missouri. Even though those Wings may not be involved now in our northern Wings, they need to be prepared in their own Wings.
"Proactive and ready" is the motto for NCR for 2009. More than ever it appears it is also going to be our mode of operation. Now is the time to check the aircraft, vehicles, communications and other equipment and member qualifications. When the problems begin, it will be too late.
I am and we all should be proud of the members of the North Central Region. We have some of the finest and most outstanding people in the world as our members. You are willing to answer the call when the citizens need our help. You are willing to give so much. But I am going to ask you to do one more thing and that is to keep our members and all of the citizens of our Region in your thoughts and prayers. The heart tugging stories coming from the flooded areas are proof that right now that is what they need more than anything.

Northern Flood Operations Update # 10
I have a few updates for you.
Minnesota - Lt Col Chet Wilberg, Director of Emergency Services
MN Wing members made it safely home from the Fargo/Moorhead Area. For now ground Operations have stood down.

North Dakota – Lt Col Erik Ludlow, Mission Information Officer
2030- 26 Mar 09
Col Karl Altenburg, ND Wing Commander and Incident Commander, made the decision to move the Fargo Mission Command post to Casselton, ND as City Officials in Fargo, ND issued a statement that all major roads would be closed around the city. MN Wing ground teams were immediately moved to Minnesota State University Moorhead to rally all members. Once accounted for, they departed for their home units. Col Karl Altenburg, Lt Col Erik Ludlow and 1st Lt Paul Engstrom gathered essential supplies and loaded several vehicles bound for Casselton, ND. The base was evacuated by 0230 on 27 Mar, 09.
All ground operations were suspended until further notice. This decision was made to allow cadets to remain with their families so they continue to help at home.
0800- 27 Mar 09
Two aircraft were positioned at Casselton airport early Friday morning. The command team then worked to establish a base with the help of airport manager, Bob Miller. 1st Lt Mark Carlson worked to establish communications and internet. He contacted Midnight Solutions technologies who donated internet access so the mission staff could continue to communicate with the State EOC and other operations. He and 1st Lt Paul Engstrom then worked to raise an additional antenna to enhance the communications capabilities at Casselton
Two air sorties were launched for photo missions as weather finally cleared and the crews were able to get additional pictures of ice dams and flooding in the area. Crews consisted of Col Walt Vollmers, Lt Col John Steiner, Maj Chad Smith and 1st Lt Steve Vivian took pictures of ice dams from Valley City, ND to Lisbon, ND.

Thanks to the Pierre crew who took the photos and worked LATE last night to prepare them for the county and state. Both took a look at them this morning. I'm told the flooding threat is down a bit so they don't need more today.
The crew was Wayne Jackson, Gary Dettman, and Tam Gatje (photographer).
After the flight, Myra Christensen assisted with labeling the photos and uploading to a website so Rick Goeringer could move them to our CAP site.
Col George Colombe was the SD on-call IC today and he took a call from the North Dakota Wing Operations Officer, Major Bill Kay, that they were looking for support at their mission base for the weekend. He made some phone calls to several squadron commanders and put together a plan of support. As a result, he, 1st Lt Jordan Hall, and Cadet Bojan Salihagic, all from Sioux Falls, are flying a plane to the new CAP mission base in ND at Casselton. They'll provide relief to the current staff, manning positions of Incident Commander, Air Operations Branch Director, and Mission Staff Assistant.
CAP members Maj Wayne Jackson and Lt Col Tam Gatje of Pierre, who flew yesterday's flood photo mission around Aberdeen, visited the SD Emergency Operations Center in Pierre today.
The EOC began operations yesterday to coordinate disaster response to the flooding in SD. They spoke with several people at the EOC about yesterday's mission.
The folks there were impressed with the photos and particularly liked that we had posted them on a web site that was easily accessed. (Photos were put on the SD CAP website, www.sdcap.us). They liked this better than getting photos on a CD.
The threat of higher flooding in SD was reduced today, so there was no request for aerial photos.

Reports indicate that the river will crest in Fargo tomorrow at 43 feet. This event is huge in scope and has disrupted countless lives. The efforts of the people to save their communities have been nothing short of heroic. CAP is involved and will continue to be engaged in operations.

I cannot stress that while you may not have the chance to assist at the front lines of the disaster you can help by contributing funds to an agency such as the Red Cross or Salvation Army.

Northern Flood Operations Update # 7

CAP members are now engaged in operations in North Dakota, South Dakota and Minnesota. This message will summarize that activity for you.
North Dakota – Col Karl Altenburg, Incident Commander

Col Altenburg reports that this morning, activities began at 0800 at Fargo Mission Base.
7 air, 64 total personnel, 49 ground, 8 mission base and 7 Air operations personnel
The crest level for Red River of the North in Fargo was raised to 41.0 feet and is predicted to occur on Saturday, March 28th. Several homes and townships are being evacuated south of Fargo.
City officials are pleading for more volunteers to fill and lay possibly another 1,000,000 sandbags over next 2 days.
An air crew was dispatched following an emergency request to locate an ice jam along the Sheyenne River. An ice jam is suspected of causing the river to rapidly rise in the town of Fort Ransom, ND, 60 miles southwest of Fargo.
If the source and extent of the jam is not identified, the town must be evacuated. The crew flew along the Sheyenne River taking images and radioing the location of the ice jams to the Ransom County Emergency Operation Center.
The crew consisted of Col Walter Vollmers (ND Wing), Lt Col Bruce Emmel (Red River Valley Senior Sqdn, ND), and 1st Lt Paul Engstrum (119th ANG Cadet Sqdn, ND).
We got another air crew out taking pictures south of Fargo in the communities of Abercrombie and Christine for a total of 2 air missions with 7 crew members involved.

5 ground teams with a total of 49 members we dispatched to sites in north Fargo. The ground teams consisted of members from both the North Dakota and Minnesota wings. These teams built sandbag dikes all morning. There have been more requests from sites needing help than can be immediately met by available resources.
Operations continue throughout the state.
Yesterday, the Army Corps of Engineers used explosives to break up a large ice jam on the Missouri river south of Bismarck. Maj Bill Kay (ND Wing) continues to control operations in the west with regular contact with Maj Sean Johnson, the Bismarck Composite Squadron commander, who is located in the ND State Emergency Operations Center.
The Red Cross continues to support the personnel both in the field and back at mission base with food and water.
South Dakota – Col Mike Beason, Incident Commander
SD Wing was tasked today to fly a photo mission to look at flooding in Brown Co, in north central SD.
Several rivers are flooding there and the emergency managers requested photos for their planning. A crew from Pierre Composite Squadron, Jackson, Dettman and Gatje, flew to Aberdeen where they sat out a snow squall with pilots from other agencies also doing photo work. Then they launched and completed their mission.
They are currently processing the photos to provide to the county and state.

Minnesota Wing is engaged in a damage assessment flight for Stearns County where flooding is reported.

I have received several communications from CAP members throughout the nation. They are very proud of your efforts and to a person they wanted to make sure you knew your efforts were appreciated.
General Thoughts:
Operations will continue tomorrow.
Thanks to Col Altenburg, Col Beason, Lt Col Wilberg, Major Dalton and Capt Sprouse as well as all of the members who provided input into the update.
The situation is very serious. Media reports indicate that the flooding is of record setting proportions. It is dangerous because of the weather and the work on the dikes and levees is hard. There are many people working to avert a major disaster.
In other parts of the region our air crews are assessing the risk of flooding, the potential for damage and the danger to our communities.
I continue to be amazed at the self less service of our members.
Once again if you cannot be in the Flood Zone to help please consider donating to an agency such as the Red Cross or Salvation Army. These agencies provide direct assistance to victims and responders. The money you donate will directly help the efforts in the flood zone.
We will try to get another update together tomorrow morning.
